Our Mission
The Community Impact Statement Committee is comprised of up to four Board Members for the express purpose of composing and filing Community Impact Statements on behalf of the Elysian Valley Riverside Neighborhood Council.
What is a Community Impact Statement?
Community Impact Statements are official statements or positions adopted by a Neighborhood Council on issues pending before the city’s decision makers. The Community Impact Statement process was created specifically for Neighborhood Councils in order to publically express their support, opposition, or suggestions about any matter pending before the City Council, its committees, or City commissions. A Community Impact Statement (CIS) is an official statement used to express the position of a Neighborhood Council (NC) as a whole, and is not to be used to express personal opinions.
Who can research or propose a Community Impact Statement (CIS)?
Anyone can! A CIS at its core is a statement from the community regarding an issue that is or could be in front of the City Council, any City Council committee (including Ad Hoc committees), City Departments, or City Boards and Commissions. Regardless of who writes one, it takes a vote of a Neighborhood Council (NC) Board to approve it.
What kinds of issues can a Community Impact Statement (CIS) cover?
Essentially, they allow for Neighborhood Councils (NCs) to have the ability to speak on any matter that is within the jurisdiction of the City of Los Angeles. This is important, because it offers NCs the ability to help their stakeholders engage directly with critical City matters. NCs can vote to advise the city on non-city matters only if the City Council voted to approve a resolution that addresses non-city matters such as issues in other local jurisdictions, state, and federal. The NC would do a CIS and attach it to the given Council File.
